51 Penang non-governmental organizations (NGOs) have produced a memorandum to Penang Police chief, Datuk Abdul Rahim Hanafi to arrest the state’s Chief Minister, Lim Guan Eng over the Penang Voluntary Patrol Unit (PPS).

They also want stern action to be taken against Guan Eng who allegedly uttered seditious statements condemning the Royal Malaysian Police (PDRM).

The group’s representative, Ahmad Yaqub Nazri who is also the head of the Federation of Peninsular Malaysia Students (GPMS) said, after the police arrested 156 PPS members last week, Lim should also be arrested as the person responsible for setting up the unit in the state.

The NGOs were also disappointed the chief minister had challenged the IGP into a debate and allegedly uttering seditious remarks to incite hatred towards PDRM.

As such, they hope PDRM will use the full force of the law, including the 1948 Sedition Act, to charge the chief minister who is seen as causing tension among the people and threatening national security.
The memorandum on Sunday was handed over to a police representative, Inspector Sarimah Osman.

The NGOs include Malay rights group Perkasa, Permata, Persatuan Muka Buku, Pertubuhan Kebajikan Al Ehsan Islamiah Malaysia (Al-Ehsan), Persatuan Warga Cinta Negara Malaysia (Pencinta), among others.

On August 31, police arrested 156 of PPS members including the chairman of the group who is also state executive councilor, Phee Boon Poh and Seri Delima assemblyman R.S.N. Rayer.

Police investigations found that 4 members were tested positive for drugs, 11 had various criminal records such as intimidation, robbery, theft, manslaughter, drugs and offenses under the Customs Act 1967, while another is a member of a secret society and had been detained under the Emergency Ordinance.
