Tan Sri Muhyiddin Yassin was previously one person who had been tasked with a mammoth responsibility -- to manage the government's biggest allocation under its Budget, through the Education Ministry.

Year in year out, the Education Ministry would be the one to receive the highest allocation under the Budget, to ensure high quality human capital is produced.

During the tabling of Budget 2016 in October, last year Muhyiddin was consistent in expressing his support for the Budget tabled by Prime Minister Datuk Seri Najib Tun Razak, even after he was dropped from the Cabinet in July.

Muhyiddin's action had arguably caused the Opposition to end up clinching 74 votes against Barisan Nasional's 128 votes, where the BN had voted in favour of the Budget.

However, now he is President of Parti Pribumi Bersatu Malaysia (PPBM), will Muhyiddin be making the same move?

In fact, his presence as the Opposition could see a quality debate that would give a great thrust to the government.

With 35 years in government, Muhyiddin is presumed to be able to closely examine the government's financials, particularly relating to the provision and implementation of projects.

Looking at the Budget 2017 scenario, where the government had begun touting austerity measures, will education once again be experiencing budget cuts?

As the one who helmed the ministry for six years since 2009, will the focus be a pull factor for Muhyiddin?

The vote to reject Budget 2017 will serve as an initial test of agreement among Pakatan Harapan, PPBM and other Opposition parties.
