Civil servants need to understand the contents of Budget 2015 as they are implementors of policies and programmes initiated by the government.

Chief Secretary to the Government, Tan Sri Dr Ali Hamsa said Budget 2015 introduces the 'capital economy' and 'people economy' concept, a symbiotic relationship where the people get to enjoy the benefits at macro level.

"Capital economy' means to generate revenue and growth via foreign investment, domestic investment, international trade and the Ringgit's strength.

"'People economy' is related to household income, wellbeing, poverty, and things that are related directly to the people."

Ali said via the 'growth with distribution' concept, it was important for 'capital economy' and 'people economy' to move in tandem.

"If capital does not move, how can we increase the people's income? I hope you (civil servants) can explain what Budget 2015 brings to the people," he said at a dialogue session with federal civil servants here Sunday.

He said civil servants thanked the government because despite the fiscal deficit, they were still given bonus, housing facilities and other initiatives.

Asked about the allowance of civil servants, he said the matter will be discussed from time to time.

"Issues such as allowance will be reviewed after the implementation of the Goods and Services tax (GST) in April 2015."
